How it works

/defaultgamemode takes one mode. It changes the world's default, not the mode of anyone already playing.

defaultgamemode adventure
defaultgamemode creative

Java 1.13 and later read only the full names (old versions and Bedrock also take numbers and letters); the generator writes names, which work everywhere. To move players who are already in the world, use /gamemode.

FAQ

Why didn't my game mode change?

/defaultgamemode only affects players joining for the first time. Use /gamemode <mode> @a for everyone already in the world.

How do I force a game mode on a server?

On Java, set force-gamemode=true in server.properties: players get the default mode every time they join. On Bedrock, set the world's game mode and turn off player permissions to change it.

Can the default be spectator?

Yes on Java. On older Bedrock releases spectator was experimental, so it may need the experiment turned on.

Is the default the same as hardcore?

No. Hardcore is a world setting chosen when the world is created; /defaultgamemode can't turn it on.
