How it works
Java 1.9 and later
playsound entity.ender_dragon.growl hostile @a ~ ~ ~ 6 1
The order is sound, source, players, position, volume, pitch, minimum volume. The source is the sound setting slider that controls it (ui needs 1.21.6). The extra arguments are positional, so to set the pitch you also have to write the position and volume; the generator fills those in.
Volume above 1
A volume of 6 is not louder than 1. It makes the sound reach 6 × 16 = 96 blocks instead of 16. Players further away hear nothing unless you set a minimum volume, which plays the sound to them quietly wherever they are.
Old Java
Sound names changed in 1.13 (entity.enderdragon.growl became entity.ender_dragon.growl) and in 1.9 (before that it was mob.enderdragon.growl). Java 1.8 has no source argument: playsound mob.enderdragon.growl @a.
Bedrock
Bedrock has no source argument and uses its own sound names, so the level-up sound is random.levelup. Common Java sounds are converted for you:
playsound random.levelup @a ~ ~ ~ 1 1.5
FAQ
Why can't I hear my /playsound?
The usual causes: the sound name is from another version or edition, the player is more than 16 × volume blocks away, or that sound category is muted in their settings. Check the source matches a slider they have turned up.
How do I make a sound heard across the whole map?
Raise the volume (each 1 adds 16 blocks of range) or set a minimum volume above 0 so everyone targeted hears it quietly, however far away.
What pitch values work?
Java takes 0 to 2; anything below 0.5 plays at 0.5. 1 is normal, 2 is an octave up. Bedrock accepts higher values, but the generator keeps to 0–2.
Where is the list of sound names?
Start typing in the Sound field: the suggestions come from the game's own sound list for the version you picked (Java 1.14+ and Bedrock 1.20+).
Can I play music discs with /playsound?
Yes, use the music_disc sounds (for example music_disc.cat on Java, record.cat on Bedrock) with the record source so the Jukebox slider controls it.
